General Information

Who should apply?

Individuals or households who meet the income and household size requirements listed above may apply. If you have a rental voucher that covers the listed rent, you must still meet the maximum income and household size requirements. All qualified applicants must also meet the additional selection criteria below.

Once you've confirmed your eligibility, apply by submitting a completed and signed application. Please submit only one application per listing — duplicate submissions may result in disqualification.

How are applications logged?

Applications are logged on a first-come, first-served basis, similar to a waitlist. When the resident selection process begins, marketing agents start with the earliest application received and proceed in order to identify eligible applicants.

Are there any residency requirements?

Approved applicants must maintain the new apartment as their sole primary residence. If approved for an affordable housing unit, applicants must surrender their current residence. Each household member who leases residential property must terminate the lease and surrender possession of that property on or before the move-in date for the affordable rental unit.

What is Area Median Income (AMI) and how is it calculated?

AMI refers to income levels adjusted for household size in the New York metropolitan area, as determined by the U.S. Department of Housing and Urban Development (HUD). Visit HUD.gov to view current income limits based on your household size or for more information.

What are the eligibility factors?

  1. Income eligibility: Your household must meet the income requirements for the unit and your household size. Refer to the listing above for the applicable income limits.
  2. Household eligibility: The New York City Department of Housing Preservation and Development (HPD) and Housing Development Corporation (HDC) provide affordable housing opportunities for individuals, families, and households that can document financial interdependence as a household unit.
  3. Credit history:
    • Rentals: Applicants to rental units may choose to consent to a credit check or, provide evidence of full payment of total rent amount for the last 12 months.
    • Homeownership: Marketing agents and lenders evaluate credit history to determine if you may qualify for a private mortgage and, if so, what the terms of the mortgage may be.
  4. Criminal background checks: Applicants may be subject to criminal background checks as part of the eligibility and selection process.
  5. Continuing need: Applicants to HPD/HDC affordable housing programs must demonstrate a continuing need for housing assistance through an assessment of their assets and recent income history.
  6. Property ownership:
    • Rental opportunities: Applicants may not own residential property, including shares in a cooperative, in or within 100 miles of New York City.
    • Homeownership opportunities: No household member may own or have previously purchased residential property, including shares in a cooperative.
  7. Asset limits: Household assets must fall within the applicable program limits, excluding specifically designated retirement and college savings accounts. For rental units, the asset limit is based on the maximum income limit for a four-person household at the unit's designated AMI level. For homeownership units, household assets may not exceed the current HUD income limit for a four-person household at 175% of AMI.

What happens if I move to the next step in the process?

If you appear eligible and undergo a credit check, you may be charged a fee of up to $20 per application. When a credit check is required, you may instead provide your own credit check at no cost, provided it was completed within the last 30 days.

Prepare for moving: If approved, you may need to move into your new unit on short notice. You will also be required to pay the first month's rent and a security deposit equal to one month's rent.
